An alternative
There is a fantastic and freely available preference pane that you can download from here called StartupSound.prefPane. With this program, you can not only mute the startup sound via System Preferences but you can change its volume. All of this is independent of the system sound.
For me, this has been a lifesaver with my wife's iMac DV, Dual G5, and original iBook and my G4 Aluminum PowerBook. On the desktop machines, you can now turn them on or reboot them at night without raising the dead. With the portables, we can bring them to the library or other quiet places and turn them on or reboot with a quieter startup chime but still have some indication that the laptop has actually turned on. I have successfully used this application from OS X 10.2.8 through the recently released 10.3.3 on all of these devices with no problems whatsoever, despite the fact that the author has not yet updated his web page to include the latest OS X revision. An alternative
I tried this and it works great and is nice to have in your back pocket but I'm not sure I'll use it all the time - there are times when I want the world to know who is starting to conduct business.
