thanks for the tip - I've installed Fink, and now noip... running
/sw/bin/noip
correctly connects to the no-ip.com "dynamic client update server" ( dynupdate.no-ip.com ) and updates the info (I used Little Snitch to check noip's connection to that particular server).

just in case the ip changes, I've also decided to add a script to /etc/periodic/daily/ (daily tasks run by cron) modeled on a stripped version of the startup script located in /Library/StartupItems/daemonic-noip/ , so that noip would run once a day.
