The command-shift-L shortcut works in every application, as it is located in the Services menu. The problem is that the services menu is dynamically generated, so you need to open the service menu once so all the entries are generated. Then the shortcut will work.

'Search With Google' and many other services items are greyed out in the Services menu in Safari. Any idea why?

Had you highlighted some text first (i.e. something on which you wish Google to search)?

Yup, that's what did it for me. I've never messed with the Debug menu [don't know about it; don't care], but, after I once pulled up the Services menu in Safari v125, this hint worked for me.
