Can't seem to get it to work with a 3650

Doesn't seem to work. The new serial ports that get added in the Bluetooth Serial Utility aren't listed as "Bluetooth Modem" in the Network control panel. The only device that gets listed is the Bluetooth device.

I'm able to use GPRS, and CSD over GSM from my 10.3. All Bluetooth functions seem to work.

However, I don't have any existing entries in the Bluetooth Serial Utility, anyways. Well, except for mRouter popping in there as an "Inbound" device.

Ideas? I'm running 10.3.2, and I've got a Nokia 3650 with T-Mobile service.

When I add a new port in Bluetooth Serial Utility (Outgoing, Device... Serial Port 2, Show in Network Preferences, Port Type: Modem) and name it e.g. MyBluetoothModem (can't use spaces here), then when opening System Preferences > Network I get this dialog:

New Port Detected

A new network port has been detected:

MyBluetoothModem
Please verify that it is configured correctly, then press Apply Now to activate it.

I can see it then in Network Port Configuration and change its name to something more fancy (My Bluetooth Modem). Doesn't your computer behave like this?
