10.3: Install update packages from network volumes

These are the packages that have to run as root in order to install things in root-accessible locations on your drive. The inability to run them off network-mounted drives protects you against running stuff as root off a volume whose owner you might not trust (suppose he replaced the package with a trojan, for example). It's similar to the "nosuid" NFS mount option.
