SFTP is definatly the way to go for most transfers but there are some situations where it is overkill or where you need anonymous (guest) connections.

I just wanted FTP server to work as advertised after the upgrade. Glad I could help others out.

I upgraded to 10.3 server on Dec 22nd and had the same problem. It wasn't until I found the apple knowlege base article that said to delete shutdown.txt did I manage to resolve the problem.

If this is such a common problem, why wasn't this discovered and corrected during beta testing?

Actually, the file is in library/ftpserver/messages folder.
