It doesn't work if I click the "Safari" icon in the dock, but it does work if I click the minimized window icon at the end of the dock (near the trash can).

That doesn't work for me either.

Can someone for whom this works post a movie?

Here's the deal:

Say you're in Safari and want the Mail window out by itself. First, bring the Mail app to the front. Minimize the mail window to the Dock. Now use Exposť/Show Desktop to push all open windows to the sides. Then click on the minimized Mail window in the Dock. The window now swings out over the desktop, and all the other windows stay to the sides.

I have my Dock on the right side of my screen, and have the lower right corner of the screen set to Exposť/Show Desktop. So once I minimize a window it's pretty to bring it out by itself.
