10.3: Make shortcuts in the Finder's File menu work again

I too have been experiencing this problem since installing Panther. Asked someone at the Apple Store if it was common but of course they'd never heard of it.
As far as I know this only occurs if you're using List or Column view in the Finder. Another quick way to correct the problem is just to change views for the folder you're working in by hitting Command-1 (or 2 or 3 depending on what view your in) and then switching right back. If you're like me and don't use the mouse very often to navigate this is much more convenient then clicking in the menu bar.
This usually corrects the problem for most of the shortcuts (such as Move to Trash) however I've found it doesn't always work with Command-w (Close Window) Oh well.
