Create an indexable junk mail folder

Why don't you just put your search terms into an exception to the Junk Mail filter. For instance, put your filter with search terms you usually use before the junk mail filter. Then choose "Stop evaluating" as the last of of the actions in the rule. Then move the rule so it executes before the junk mail rule.

Create an indexable junk mail folder

Because you don't know in advance that you'll be buying a product from XYZ merchant or signing up to the American Debate forum. However, when you do, the message you need invariably gets tagged as junk and you have to go hunt it down.

The question is, if the junk mail doesn't go into the junk folder, does mail still use it to evaluate what is and isn't junk? Also, how long is it going to take for mail to figure out that any message with the word curn in it is junk?
