10.3: Use Mail's improved offline account handling

I wouldn't say Mail's been improved when offline. Oddly enough, Mail will access neither my local imapd nor my local smtpd unless I'm connected to the net: I can't send mail to postfix and I can't access my mail on UW IMAP that's running on localhost, whether I call it localhost or 127.0.0.1. When I connect to the net, all is suddenly well again. What can I do about this? Both Pine and Eudora don't seem to have this problem.
Sorry if this is somewhat off topic.

I would think that this is related (though unlogical!) to a simialir problem I had while trying to log into a local Mac OS X server (running as a NetInfo parent) without an ethernet cable connected to the Mac - I was unable to login as anything else than root - this because it resolves the domaine name to the IP number...
