10.3: iTunes issue caused by File Vault and low disk space

I also had this problem after a clean install and turning on file vault. I discovered that the start of the file is being truncated, not sure why but that's why it's not working, the truncated file is then not valid XML and doesn't have the namespace info or anything from the headers in it.

I was fortunate though, because my iPod has everything from my library in it, I was able to restore my playlists using one of the apps that are out there (pud2tunes and all that). My wife uses a lot of normal playlists so it was quite important. I mainly use smart playlists though.
