As fas as I can recall, it WAS possible to CopyPaste TextClippings but not in the way you expect.
Instead of opening (double-clicking) the clipping and ending up with a random window which had no user-interaction facility you could select (single-click) the textClipping in the Finder and select Edit->Copy or do Cmd-C and then place the cursor in your text document and paste.

In fact I just tried it on my 10.2.8 system and it worked as described. I'm certain it was the same in OS9 because I would always use this technique when there was trouble in the early days of 10.0 in copy-pasting between X and Classic apps.

Maybe I should have submitted it as a hint years ago, but I thought everyone knew that. ;-)

Forgot to mention:
You do know you can drag textClippings straight into text documents and drop them wherever you like (the cursor shows where it'll go) and the text contained within will be inserted there.

Are you really sure this method is working as you have described? I have 10.2.8 and this way you can copy the name of the file as usual since system 7.0 (maybe earlier).

I'm baffled now.
I honestly to truly goodness tried it out as I was typing what I typed previously and it worked. I pasted the contents into both a Word doc and TextEdit.
And I was using this method to copypaste between X and 9 years ago.
Now I just tried it again and all I'm getting is the filename. Did you break my machine?
Anyway. In the last 10 minutes my cheapycheap copy of Panther has arrived in the post so as soon as I have the available time to re-install PHP MySQL and whatever else I have running I'll be running 10.3.
