Just use <a href="http://www.bombich.com/software/local.html">DeLocalizer</a>. No terminal and very fast. I haven't tried it since I installed Panther though...

I've seen posts on other forums that it works with Panther.

I just downloaded and tried it on my virgin Panther installation (clean install) and it worked fine. It seemed to be working for ages without really looking like it was doing anything, but then it completed and reported a 680-odd Mb saving on disk space, which I've just confirmed.
Another (better?) GUI tool to remove localizations
I just stumbled upon Monolingual, which lives at http://monolingual.sourceforge.net/. Apparently, it is under development and supports 10.2, 10.3 and 10.4. Also, it has a nicer GUI, uses proper authentication and feels a bit more stable IMHO.
