10.3: Create Command-key-only keyboard shortcuts

Hi all-
In a somewhat related vein, I just got a 15" AlBook, and was wondering if anyone knows a way under Panther to change the default behavior of the F-keys. I miss my old WallStreet's one-finger FKeys, which didn't require you to press the 'fn' key to use the keys as function keys (I use Keyboard Maestro to launch apps, etc). Does anyone know of some hack to change it so that standard FKeys are default, and fn-fkey gives me control of volume, screen and keyboard lighting?
