10.3: Enable AppleTalk server browsing

To put something superficially on-topic in: I did an archive and install (preserve users and network settings) and my AppleTalk shares showed up fine. In fact, toggling the AppleTalk setting in Directory Access does nothing here. Dunno.

So here's a somewhat related question.

Why, when I have a volume not "mounted" but browseable in the Network listing, do Applications there seem to have precedence over local apps? This came up today when I clicked a URL in Mail and it proceeded to launch Safari from the shared machine instead of the local application.

I disconnected from the server and Safari launched as it should, but as soon as I reconnected it went right back to launching the remote version.

Needless to say, that's idiotic. Anyone know of a way to govern or otherwise fix that?
