10.3: Switch apps without showing or using the dock

The big problem for me is that I use the Dvorak keyboard layout, and the switcher doesn't recognize the remapped command keys. Most of Panther, just like Jaguar, recognizes them just fine. There are only two places where it's weird: the Dock hiding toggle is opt-cmd-E (which in Dvorak is the D key) - is this the same for everyone? - and with the switcher, the hiding key is D (which in Dvorak is the H key).

Yes, d and ' are the hide and quit for Dvorak; I've already submitted feedback to Apple about it (but the more the merrier). They have something of a history of this... In Jaguar (I haven't checked in panther) many of the accessibilty keys, like the Command + and Command - to do screen zooming also failed to recognize Dvorak. I wonder if this affects all non-US keyboards?
