Erm, the Cmd-H and Cmd-Q tidbits were also present in the 10.2-and-earlier incarnation using the dock.

Is there anyway to fix these bindings. I use a Dvorak layout, and it requires me to press the qwerty keys to get the desired results.

and something off topic - how do I leave a comment rather than a reply..?

It works differently now. You can hit command-tab, keep holding command and hit H or Q then keep hitting tab, cycle though all apps hidding or quitting any you please.
