Also, if you don't want to have to log out of your admin account and in as the other account to move it, you can just type this line of code in the Terminal after you have copied the file to your desktop and changed the permissions.

sudo cp /Users/admin_username/Desktop/*space, not return* /Users/other_username/Library/Preferences/

After entering your password, it will overwrite the existing dock file, and when you log in next as the other user, that dock will look just like yours (except for the few exceptions that robg mentioned)
