I did manage to successfully get this to work (before I read the hint) and discovered a few things along the way.
1. Don't hide your network
2. Some PC adaptors will use the WEP key that the airport software displays on its summary page without the $.

Here is my problem:
How do I get the Windows machine to get the same IP address. When I try to lengthen the lease to the maximum, I get no address from the airport. The problem is in using MS's remote access tool (a really nifty piece of softwae). I need to know the Wintel's IP address and it will change in an unpredictable way after each reboot.

Actually the best way is to set the lease to a normal time, refresh the ip stack

C:\ IPCONFIG /RENEW

and once you have that number just copy it all down and enter it manually and do away with the problem with getting a different IP each time you boot.

Works great for me
