View Photoshop .PSD files in Safari

QuickTime does not support rendering layered PSD files. Photoshop optionally saves a flattened version of a layered file so other apps that cannot render layers will be able to show something for such files. In Photoshop, this is what the Maximize Backwards Compatibilty preference and option when saving PSD files is for. Other apps like After Effects, InDesign and ImageReady can all render layered PSD files so don't need to use the flattened version.
