It probably just uses QuickTime which has supported viewing of both layered and flat PSDs for quite a long while now. QuickTime-aware apps can even save images as PSDs (although obviously without layers).

It would be nice to believe that Safari uses QuickTime, wouldn't it? And maybe one day they will get their act together and do so. However right now I do NOT believe they do so. I can give you at least two reasons for this.

One is that they do not display JPEG2000 images.
A second is that they screw up the display of animated GIFs (I think in cases where GIF transparency is used) while QT displays such GIFs correctly.

For what it's worth, the QuickTime Plug-in table under "Help->Installed Plug-ins" (from Safari's menu) doesn't list PSD files.
