Setting custom icon for the Utilities folder in the Dock

To answer rob's question, apparently it can't be done. The
makers of Folder Icon X and other utilities to customize icons
say there's something unique about the Utilities folder that
makes it impossible to modify that icon permanently. For some
reason, permissions for that one folder work differently from the
rest of the system. I've gotten it to change temporarily, but
then it reverts back.

I've never understood why Apple uses a plain vanilla icon for
Utilities. It seems obvious that that's a folder which would
benefit from a custom icon...
