I understand how the dock can be used (and think it's quite cool for those that like to
use it that way); I choose to use it only for running applications, so I can easily see
just which apps are currently launched. I don't like keeping everything there, which is strictly
personal preference. I don't keep anything on my desktop, either - I use PocketDock (and
will probably switch to DragThing for OS X when it ships).

So the 'bug' aspect of the behavior is that moving or touching an icon in the dock turns it into
a permanent dock icon, when all I'd like to do is move it around in the dock temporarily. This
shouldn't happen; the state of an icon in the dock should be dependent on whether it was
placed their while it was not running (in which case it should be permanent), or only appears
there because the application was launched (in which case, it should disappear when you
quit that app, regardless of what you may have done to it while it was in the dock).

At least, that's how I think it should behave :-).
