It's part of the source tarball from Samba.org

To some of the comments about how O'Reily's "Using Samba" got included, I found this on the The Unoffical Samba HOWTO, by David Lechnyr in Section 2.7 "Examining the Samba Package"

Also, you'll kick yourself if you haven't yet realized that the full, unabridged version of Using Samba 1st Ed. by O'Reilly is included in the source tarball for free. It's located in docs/htmldocs/using_samba/.

This site is linked from the www.samba.org site. So the mystery isn't why some have the book, which is part of the source tarball, but rather, why some don't (or why some cannot find it).
