I really don't know what the presets folder is for, but if it's there it is for a reason.

A much better way to solve this issue would be to tell Apple to add a System Preference panel to manage the items that appear under the "Open With" contextual menu, so you could delete items from the list.

Zingg! already did this before Apple added the "Open With" contextual menu to OS X.
