I had this problem too. The first attempt to fix it was a reinstall. The problem persisted. The second attempt was to delete the System Folder for 9.1 (and the old folder for 9.1 too) and then reinstall.

The third fix did the trick. Go into OSX's control panel, select Startup Disk, and then pick OS 9. This seems to bless the folder somehow. Now, Classic will start.

The System Prefs StartUp Disk 'Blessing' Fix worked for me as well.
