I tried to import into IE and it created a bookmark called "Bookmarks.html" and didn't import any of the folders or bookmarks.

Any ideas?

Yup, same problem here. I can drag individual bookmarks from my Omniweb bookmark pane to the IE bookmark organizer, but not folders - what a pain!

Importing OmniWeb Bookmarks to Safari.

Follow this path to Bookmarks.html

Your Home Folder > Application Support > OmniWeb > Bookmarks.html

Copy Bookmarks.html to your desktop.

Open Safari and select Show All Bookmarks.

Create a new folder or use the Other... folder.

Drag and Drop Bookmarks.html file into folder.

Double clicking Bookmarks.html will list your Favorites in HTML format.

You still have to click and save each one.

If you open 2 windows you can drag and drop each link.
Kinda neat if you ask me.

This worked for me: I copied my OmniWeb Bookmarks.html to ~/Library/Preferences/Explorer/Favorites.html, delete IE's Favorites.html, renamed Bookmarks.html to Favorites.html, changed Safari's plist, then opened Safari.

I agree; and it's very annoying. This seems to be an OS X situation; importing used to work in OS 9.x.

But if you double-click on the imported HTML file in the Favorites list, it will open and display all your bookmarks (favorites). If you double-click on any bookmark or favorite, you will be connected to the relevant site as usual. The trouble, of course, is that (though all your folder headings will be preserved), all the entries are displayed separately and not in folders, so it's not so easy to find what you want.
