Force spring-load folder when auto spring load is disabled.

The rule seems to be as follows:

- One tap of the spacebar for folders on the desktop
- Two taps for folders inside a Finder window

Also one tap of the spacebar to "spring" Dock apps.

That doesn't track with my experience. For me it seems to depend more on whether the window is displayed in List view or Icon view...
