Power button changes in Mavericks

You are correct. The computer goes to sleep, not just the display

Holding the button for 1.5 seconds will present the older-style "restart/shutdown/sleep/cancel" dialog.

Holding for about 30 seconds---on any Mac or OS version---will force the computer off.

It's only about 5 seconds, not 30, to get a forced shutdown. They might have changed it on the newest-gen Airs, but around 5 seconds or so has been the standard on every Mac for many, many years.
