Au contraire: Text selection in Mavericks is still possible. It works for me: I've applied the following command since 10.8:

defaults write com.apple.finder QLEnableTextSelection -bool true

I've run the same command, and while text selection works fine, copying text using a keyboard shortcut doesn't seem to work. Is this just me? Using the menu command works fine, it's just command-C that doesn't copy the text.

I have this enabled, and, at least on my machine, holding Option or anything else for the functionality mentioned in the hint is not necessary. I just pinch and zoom as I would on the iPhone. Same with images. I don't know whether that's related to this text selection setting's being turned on or not, but the modifier keys don't seem necessary.
