Install OS X 10.9 Mavericks Developer Preview on a virtual machine

I installed this on VMWare Fusion 5. As the article says you can only upgrade, you can't install clean. While it did install, many things didn't work like Maps. I had the new Calendar and Contacts, but no iBooks or Game Center could be found.

After playing with it for about 10 minutes I got bored. This is probably the most boring upgrade since 10.8. As a matter of fact, I'm inclined to not even bother with it when it's released.

This preview is meant for developers, not for end users. For the very reason what you just stated - you do not even understand what this preview is about and what it's still missing (this info is given to developers).
