Quick Look files in Open window

It's funny. I've always thought of open and save sheets as part of finder and not of the app I open them in. That's why they look like finder itself and I am quite sure apps call them using some api method. I am typing this on Safari and wondering about something else. If I bring up the open dialog, pressing cmd+o, it brings up a new modal dialog whereas if I bring up a save dialog, pressing cmd+s, it brings up a sheet that I am so used to in macs. I wonder when this changed for open and save dialog.
