Regarding the encoding, Emoji was included as part of Unicode 6.0. Each emoji character uses one or more unicode characters. The UTF-16 transformation format is not required. I'm not an expert, but that is my understanding of it.

In OS X, you can go into the Character Viewer (Keyboard Prefs -> Input Sources) and see all the available emoji symbols. In that list you can right-click on any symbol and hit "copy character info". When you paste this it will show you the symbol and both the unicode and the UTF-8 required to reproduce it.

Emoji can also be used in subdomains, though most registrars have quit registering emoji SLDs. Here is an example of an emoji domain that I set up while researching some of this a year or so ago: http://xn--h28h.hoherd.com (This displays correctly in Safari.)
