You are incorrect. All older Java programs will run in Java 1.7. Java has always maintained a rigid backward compatibility policy.

Any Java app written in Java 1.1 or higher will run in Java 1.7.

You are right, but also wrong. There are many applets that are part of internal systems at offices that don't work on 1.7. I have run into a few cases myself and know of a few. It's nice to be able to go back to the old version sometimes. In some cases, it's as simple as the developer put and = in a version check rather than a >= so it messes up on older compatibility test.
