I'm glad to hear there is a system-wide option to disable iCloud. Those of us who don't have and don't want iCloud should not be bothered by it cropping up everywhere in the system as a default. Good to know.

If anyone is looking for a way to stop iCloud from being the default location when saving new files (e.g., when saving something pasted into Preview), I found this page, which provides the Terminal command:

defaults write NSGlobalDomain NSDocumentSaveNewDocumentsToCloud -bool false
