Thank you! We already had a method to disable "rubber band" scrolling in several Lion applications (except iTunes and Safari) and now we also have a method for disabling this "elastic" scrolling in iTunes. Hopefully someone will come up with a solution for Safari. It is in Safari where I find this rubber band/elastic scrolling feature to be the most annoying.
