Rubber band scrolling is new in Lion, only on hardware that supports it and only with input devices that register swipe gestures like Magic mouse or Trackpad. It is scrolling beyond the limits of the document or window content. It feels more or less OK with touch screens on iPad or iPhone, but I find it very annoying on a Mac, especially in Safari.
