Another way to do it, not that it isn't clumsy but it is an alternative....

On the desktop version of Safari create a new bookmark. Then edit the bookmark to both rename it and change the link it points to, pasting in whichever preference you like, e.g. prefs:root=General&path=Network/VPN

When Safari syncs via iCloud/Mobileme that bookmark will be on your iOS device(s) in mobile Safari.

You could create a prefs folder for the bookmarks toolbar for easy access.

I've not found a way to subsequently create a home-screen shortcut, anyone?
