This seems to be a flaw in the design. As a cell phone, an iPhone should always know what cell tower it's locked on. That should, in most cases, tell it what time zone it's in. And if that cell tower hasn't changed, there's no reason to keep doing whatever it's doing to spot a time zone change.

If fact, one useful kludge would be to set the time zone on startup or whenever a user exits Airline Mode. That's when they're mostly likely to have just crossed time zones. Other than that, the time zone could be left alone.
