Finder. Option-Go Menu, Library appears.
Or, as was already posted, drag it to your sidebar and it's there.
None of the commands needed, although sure, they're fun to learn...

Yeah, this is pretty darn easy. Not sure why anyone would go through the bother of making a script or opening Terminal, or why they "need" it to be visible all the time.

Sure, I need to get in my Library folder from time to time, but I know about a dozen ways to get into it when I need it, so why bother with all this extraneous stuff?

Because most of us don't want to remember any of that stuff and also don't want Mother Apple protecting us from ourselves. The rationale to hide user's Libraries, also applies to the the root-level Library and System folders, but they neglected to hide those.
