I don't have a delay on my system before the Open/Save dialog appears, butů if you're just using TextEdit as a scratchpad, then why not just quit the program when you've finished?

Yes, thanks to Lion's resume feature your previous text will still be there from last time, but does that matter if it's just a scratchpad? If you really must clear the text at any point simply Cmd-A to select everything and press delete. But so long as you just quit TextEdit when you've finished with it without trying to close its open window(s) first you need never see the Open/Save dialog.
