It only seems to work if you are in a desktop and not a full screen app. So if you force the dock to appear in full screen mode, this doesn't work.

Other cool things about this:

Once you are in this mode, you can select other icons in the dock and it will show you the windows for those apps without leaving the expose of the windows.

Command-Tab will also work in this mode.

By extension, once you get into exposed mode for any app, you can switch which app is exposed via cmd-tab or selecting it in the doc.

Additionally, If you invoke this over/on an icon that has no open windows or is not running, it gives you a list recent documents.

Yeah, that should be a bug. I setup the low-left hotcorner to all application's windows and the low-right one to desktop (I don't have gestures, unfortunately). When in full screen none of them work. I actually opened a bug report about it, hopefully Apple will fix it.
