Instead of trying to disable flash, just don't install it. My system is free of flash. If I need to use a flash-enabled website I simply open it with Chrome. It has flash built in to the browser instead of requiring it on my system.

Disabling flash (via Safari > Preferences > Security > uncheck "Enable plugin-ins") or not installing it has the added benefit of being able to see fallback content.

Many web developers detect if you have flash, and if not, provide you with videos, animations, etc that don't require it.
