Lion doesn't have Java installed by default. If you upgrade a system to Lion, it will actively remove the existing Java installation. However, Lion will automatically download Java if you attempt to run any Java applications.

The Java installed is still the Apple Java. The Oracle version isn't even ready for beta yet but will probably have a developer-only release by the end of the year. You can probably expect the Oracle Java version to be ready for end-users by 2nd quarter of next year.

Once it is finally released, the Oracle version is slated to be a first class release, meaning new versions of Java will come out simultaneously for Windows, Linux and OS/X. That's the whole point of Apple ceding control, they weren't devoting the developer resources necessary to keep up to date on Java releases.
