I finally figured this one out. I deleted my symbolichotkeys plist, logged out an back in to start fresh, though it' probably not necessary. This also helped me narrow down the number of entries in the plist. I opened it with property list editor. The highest numbered entry was 160, so I figured that was for launchpad since it's the newest hotkey item. Item 2 for that entry was 131. so I figured that is the "F4" key without pressing function at the same time. I changed it to 118, which is fn-F4, then went down to entry 62 (dashboard) and changed item 2 to 131 (it was 118). Saved the plist, logged out and back in again and now pressing the F4 key toggles the dashboard and fn-F4 toggles launchpad.

Hope that all makes sense.
