It appears that default system apps (iCal, iTunes, LaunchPad, etc.) can not be moved, but other apps, like iLife apps, apps you installed yourself, or apps from the App Store, can. The default system apps have a special permission setting. If you compare these different app types in Get Info you'll see that the default system apps have an extra entry for the "everyone" group with a "custom" privilege set. Looks like you can just change that flag to what you want or even delete it, like any other permission setting. (I didn't try, because I didn't want to toy with things.)
