Links from anywhere (Mail, Safari, TextEdit, etc) get opened in a new tab while holding command. It's just what command-click does.

Exactly.

It also works with menu entries from the History or the Bookmarks menu.

And if you have a three button mouse (one with a scroll wheel), clicking the wheel button is equivalent to command-clicking in these cases.
