Find My Phone requires an active data connection, which others have mentioned as requiring Push. That's a subtle way of stating the following,

What that means for those of us who use a passcode to lock our phone, and do not have cellular data service because we rely on a WiFi connection for data; you will find that Find My iPhone only works when the phone is somehow online. If the phone is natively set to be offline, and set to not join any old network it finds, you are basically out of luck with this nifty feature.

Unless of course it's unlocked, and online via WiFi. Whereupon, you don't need to find it because you know exactly where it is in your hand.
