The free account deal is like this: you do need to have iPhone 4, iPad or the newest iPod touch, running iOS 4.2 or later, to apply for one.

Once you have enabled your account for the free service, then you can go back and enable it on your older devices (also running iOS 4.2+) as well.

So if you got an iPad, enable it there and you can use it on your iPhone 3GS.
