Safari cannot save some web pages

The problem isn't the length of the title, the problem is the title contains colons (which automatically gets changed to "/" when populating the Save As name) which are not allowed in a file name since it represents a directory separator dating all the way back to classic Mac OS. As the previous poster suggested change the name to something simple without ":" or "/" in it and it will save just fine.

Ignore my previous comment, further testing showed the the original responder was correct, it was title length greater than 255 characters, not impermissible characters that stopped it from saving. I'm a little surprised that Safari doesn't truncated the title at some fixed length.
